On the occasion of the 52nd Session of the United Nations' Commission on Narcotic Drugs, ICOS presented the ICOS Innovative Drug Policy Award to the UNODC/WHO Joint Action Programme of Drug Dependence Treatment.

The Award was collected by Mr. Francis Maertens on behalf of UNODC and Dr. Vladimir Poznyak on behalf of WHO.

Public Security is fast becoming an increasingly important concern for policy makers around the world. In all modern states, an essential responsibility of the state is to provide its citizens with security. A stable Public Security environment is an essential prerequisite for the social and economic development of democratic societies. Permitting the democratic engagement of civil society, the formation of economic networks, and the social development of communities.

The second part of 2008 will represent a make or break moment for Afghanistan given that the country’s security and development outlook remains extremely fragile: the Taliban insurgency has been far from defeated, development aid does not reach the entire Afghan population and the colossal illegal opium economy is still sabotaging the country’s development and stabilisation.

It remains unclear whether the international donor community is willing to commit itself to a comprehensive and long-term response focusing on a two-pronged approach of military commitment and much needed development aid and reconstruction. The dialogue will address the status of the interrelated policy challenges of security, development and counter-narcotics in the wake of the NATO Bucharest summit and the Donor Conference for Afghanistan held in Paris on June 12.

On the occasion of the 51st session of the Commission on Narcotics Drugs (CND) in March 2008, The Senlis Council hosted an award dinner and ceremony on Wednesday 12 of March.

The Save a Mate (SAM) initiative of the Australian Red Cross was awarded with the Award for Innovative Drug Policy, because the initiative powerfully illustrates the effectiveness of health-based approaches to drug issues and sends a strong message on the need for realistic and humanitarian measures.

Last year's winner was Dr. Eva Tongue, president of the Vienna NGO Committee on Narcotic Drugs.

    ICOS participated to the 2008 Red Cross, Red Crescent World Congress on Humanitarian Drug Policy hosted by the Spanish Red Cross in Barcelona on 5-7 March 2008. The Congress, with the participation of over fifty National Societies of Red Cross and Red Crescent, aimed at engaging the whole RC/RC movement in the formulation and implementation of humanitarian approaches to drug policy.


    This symposium brought together leading authorities, experts and policy makers from around the world to discuss and compare experiences on the most pressing public security challenges and the problem of drugs. The topics of discussion were:

    Public security issues and the problem posed by drugs
    Narcotraffic and international security
    Youths and narcotraffic: factors of risk and protection
    Regional public security challenges

    Simulated Peace Negotiations Event in Ottawa: Afghanistan, a Way out of War

    Simulation Game On the 24th of September a Simulation Game took place in Ottawa, involving mock cross-party peace talks to find a political solution to the crisis situation in Afghanistan.
    Participants of the simulation game were divided into diplomatic teams representing Afghanistan, Canada, Pakistan, the Taliban and the United States in the context of multilateral talks and debates, aiming to produce a hypothetical resolution to end the war in Afghanistan.
